The Election Commission of Bhutan, in appreciation of the change in policy of the Royal Government to delegate the responsibility for accreditation of qualification to the Ministry of Education from the Royal University of Bhutan, is pleased to inform the general public that the responsibility for attestation of the Formal University Degree Certificates is henceforth vested with the Division of Electoral Education and Training of the Election Commission of Bhutan as per the Sub-Section (t) of the Interpretation under Annexure of the Election Act of the Kingdom of Bhutan, 2008.
A Committee comprising of the Heads of Departments of the ECB, chaired by an Election Commissioner as may be appointed from time to time, is hereby established with full authority to oversee the verification and attestation of the Formal University Degree Certificates required to be produced by Registered Voters intending to contest Parliamentary Elections and for the post of Thrompon in the Local Government Elections in the Kingdom of Bhutan.
The Division of Electoral Education and Training of the Election Commission shall serve as the Secretariat of the Committee with its Head as the Attesting Officer.
With the issue of this Notification and amendment of the Guidelines, all previous orders and Notifications in regard to the implementation of Guidelines for interpretation and Implementation of Sections 176 (D), 177 (D) and 178 (D) of the Election Act of the Kingdom of Bhutan, 2008 Regarding the Academic Qualification Requirement for a Candidate Contesting Elections to National Assembly, National Council or the post of Thrompon, 2009 hereby stand superseded with immediate effect.
This order is issued as per the decision taken by the Election Commission of Bhutan on 2nd Day of the Fifth Month of the Wood Female Sheep Year corresponding to 18th of June 2015.
