The Election Commission of Bhutan, concerned about the cancellation of the Common Forums in some Demkhongs, and in the interest of ensuring the sacred goal of free and fair elections finds it necessary to require the following:
- The Common Forum is a facility created, although not compulsory, to save the Voters the time and effort of attending multiple meetings called separately by the Political Parties and Candidates and to avoid a repeat of the situation in the First Parliamentary Election where Political Parties and Candidates incurred heavy financial liability as a result of serving meals, providing entertainment and transportation besides numerous complaints and disputes.
- A Candidate not interested to participate in the Common Forum can do so provided he/she delivers an Undertaking to the concerned Returning Officer that he/she will:
